Updated version of WP Slot Allocation W22

Further to the continuation of temporary relief measures (of any kind), published for W22 by the EU authorities, ACNL has published v1.1 of the Working Procedure Slot Allocation W22 . Article 7.5 has been added, which describes that, as for recent previous seasons, ACNL will consider re-timings after HBD as non-historic also for W22.
