DUTCH LAW

The Regulation, as amended, is implemented via national legislation in the Dutch Slot Allocation Decree (in Dutch: Besluit slotallocatie) and Ministerial Decisions.

POLICY RULES / WORKING PROCEDURES

Dutch legislation has to be published in the Dutch Official Journal (in Dutch: Staatscourant). Therefore, ACNL is in the process of publishing all it’s working procedures and policy rules in the Dutch Official Journal. According to The Dutch Official Journal, working procedures and policy rules have to be adopted by decision in Dutch, including the text of the working procedures and policy rules in both Dutch and English. The setup of those publications will be as follows:

  1. Decision to adopt in Dutch,
  2. Working Procedure/Policy Rule in Dutch,
  3. Decision to adoption in English,
  4. Working Procedure/Policy Rule in English.

The Working Procedure Slot Monitoring W25 is the first one that was published and the other working procedures and policy rules will be published as soon as possible. The link to the Working Procedure Slot Monitoring W25 is:

IATA Worldwide Airport Slot Guidelines

These guidelines are revised and adapted regularly and taken into account by coordinators. In case these guidelines are in conflict with the existing Regulation, the Regulation prevails.

The European Union Airport Coordination Association (EUACA) has developed European Slot Guidelines and Recommended Practices on the interpretation, clarification and implementation of the Regulation.

CAN I OBJECT TO AN ACNL DECISION OR COMPLAIN ABOUT ACNL?

Depending on the character of the objection or complaint, parties have the possibility to make an objection against an order of ACNL or make a complaint about the way ACNL treated a person or organisation. Next to that, members (i.e. air carriers and representative organisations of both commercial and general aviation) of the Coordination Committee Netherlands (CCN) can submit complaints about ACNL’s application of some articles of the Slot regulation to the CCN.
